Updated Regulations from Civil Authority of Singapore Regarding Drone Operation
As of February 14, 2025, the Civil Aviation Authority of Singapore (CAAS) has updated its regulations to support the growth of the unmanned aircraft (UA) industry. One significant change is the allowance for commercial UA operators to conduct operations up to 400 feet above mean sea level (AMSL) in designated areas on all days of the week.
Previously, commercial UA operations were limited to 200 feet AMSL on weekdays, with flights above this altitude permitted only on weekends. The recent review by CAAS and the Republic of Singapore Air Force (RSAF) led to the relaxation of these restrictions in specific areas, generally more than 6 kilometers away from aerodromes, ensuring safety and minimal interference with manned aircraft operations.
In addition to altitude adjustments, CAAS has streamlined the permit approval process. The waiting time for activity permit approvals has been reduced from five to three working days, facilitating more efficient planning and execution of UA operations.
Operators should note that from December 2025, all UAs weighing above 250 grams must be equipped with Broadcast Remote Identification (B-RID), unless the operator has been granted an operator permit.
Reminder: UAPL Will Still Require For Any Commercial Activity
In Singapore, operating drones for commercial purposes requires obtaining an Unmanned Aircraft Pilot Licence (UAPL). This mandate by the Civil Aviation Authority of Singapore (CAAS) ensures that all drone activities are conducted safely and responsibly.
Who Needs a UAPL?
A UAPL is mandatory for individuals who:
- Operate drones commercially, regardless of the drone’s weight.
- Use drones for non-recreational and non-educational purposes.

- Age Requirement: Applicants must be at least 16 years old.
- Theory Test: Pass a theory test administered by CAAS.
- Practical Assessment: Successfully complete a practical assessment conducted by an Authorized Flight Examiner within a CAAS-approved Unmanned Aircraft Training and Assessment Organisation (UATO).
